PLAYING WINDOWS MEDIA 9
BROADCASTS

August 25, 2023

The Schiller Institute/ICLC Labor Day 2023 conference will be broadcast over the Internet using the NEW Microsoft Windows Media 9 technology. There are several reasons for this:
- Much better quality audio.
- Potentially better video (if using Windows Media Player 9)
- The ability to send “dual speed” streams, which allows us to provide a backup transmission.
- If there is interference with the Internet connection, Windows Media 9 will preserve the audio better than other encoders. This should mean less “buffering interruptions.”

TECHNICAL DETAILS: We will be transmitting 2 streams wrapped into one: one at 35 Kbps (kilobits/second) which will have audio and 5 frame/sec video and one at 120 Kbps which will have better video. Please note that ONLY WINDOWS MEDIA 9 PLAYERS can play the higher stream. So if you have a broadband connection to the Internet (e.g., DSL or Cable) and can receive 120 Kbps or more, it would be important to upgrade to the Windows Media 9 Player (which is free). You can do this if you are using Windows 98 SE, Windows 2000, Windows XP, or Windows ME. It is available for free at: https://www.microsoft.com/windows/windowsmedia/download/default.asp

For those using any of the MAC OS operating systems, or early versions of Windows (meaning Windows 95 or Windows NT), this new version of Windows Media is not available. However, you will be able to use the older versions of Windows Media Player (version 6.4 and up) to see the webcast. You will get the best results if you upgrade to Windows Media Player 7.1 which is available for free at: https://www.microsoft.com/windows/windowsmedia/download/default.asp (once you click on this link, please scroll down the page and choose the download that matches your operating system).

IF YOU ARE USING AN OLDER VERSION OF WINDOWS MEDIA PLAYER HERE IS WHAT YOU CAN EXPECT: Your player will default to playing the lower stream (meaning 35 Kbps) even if you have a fast connection to the Internet. You will receive good quality audio, and will receive 5 frame/sec video or slower (depending on your connection speed).

We will be providing links to two IDENTICAL streams, so if you are having trouble with one, you can try the other.

HOW TO TEST: We have posted a test file that was encoded with Windows Media 9. You can make sure that your player is compatible by playing this link:
